We've used Bluehost for almost 20 of our client websites now (17 to be exact), and have been extremely happy with the shared hosting. We offer the shared hosting option when a client needs to either meet a really tight, small budget, if the site is smaller than 50MB and doesn't need any special tech to run, and it's either a brand new site, or one with minimal traffic (under 200 unique visitors a day).

Bluehost Makes the signup process really easy. Of course they want to make it easy to buy something, but you don't need to be a web developer in order to get things setup. Bluehost will even buy your domain for you. One less thing that you have to worry about.
While the hosting control panel might annoy web developers and advanced users, it's super easy to use, find what you're looking for and navigate around. Setting up your email, adding a new site (on the plus and pro plans) is simple and you don't have to be a server administrator to set things up right.
Bluehost has a dedicated support phone number so if you do happen to get stuck, you can immediately call in and get the help you need in setting things up right. Usually the techs answer within a couple moments of your call, and we almost never submit helpdesk tickets anymore because it's far easier to just call (plus we can just keep working on other things while we wait).
As we mentioned before, Bluehost is an excellent place to get started with new sites, or move your small existing site to. We wouldn't recommend using their shared hosting if you have a well established site that receives over 200 unique hits a day, or makes more than $5 a day if it generates income for you. The reason for this is that we always feel that as soon as possible, you should move to hosting where you have full control over your server and hosting environment. If your site is making even as little as $50 a month, it's worth getting cheap VPS Hosting rather than a shared hosting account where you have to share the server and resources with everyone else.
